Princess Connect Re:Dive is one of the best party building games on mobile, combining cute characters with great gameplay loop and engaging events. After a while with the game, you'll likely find yourself overwhelmed with characters with no idea who's the best and who should be ignored.
Below is an overall tier list based on all game modes. While some characters are more successful in specific game modes (a girl may be ideal for completing the main quest, although useless in the main quest). 'battle arena), this is a general list of levels of their abilities in all quests.
Note: This list excludes celebrations and seasonal characters. Because these characters can often only be acquired once a year, or not at all, they were not included. Also, aside from minor differences, many Season Characters have the same abilities as their standard counterparts.

Maho is the best caster in the game. Her ability to increase mana with her Union Burst and her healing skills make her perfect for any build. Monika's raw damage cannot be matched for mid stance. Tamaki is the ideal DPS due to his ability to kill healers and spellcasters. Tsumugi is a great alternative.
For tanks, you can't do better than Jun and Miyako. Jun is more gear-based, as she relies on survivability to bring out her Union Burst. On the other hand, Miyako has so much mitigation and healing that she's pretty much broken in the front line. Nozomi has ridiculous tanking ability, colossal damage, and amazing support abilities. It's weird how this character is allowed to stay so strong for so long.

Although Illya's Memory Fragments are difficult to acquire, the Vampire Girl can punch well above her weight, even four or even three stars. Likewise, characters like Saren, Kokkoro, Yukari, etc., are easy to acquire and max rank, so they can quickly fill your roster.
Recent drops such as Yukari and Misato are great backliners but have lost power as other characters have improved. They are also difficult to mine for Memory Fragments.
Kuka is the number three tank in the game. She should be very useful in your Princess Arena squads and Clan Battle secondary teams.

These characters are ideal if you don't have S or A ranks in your position, but honestly they shouldn't take your jewelry or god amulets. Some of them would have been A, like Matoko, Pecorine, and Eriko, but their abilities diminished as new characters were added.
Some characters also have situational use or specific positions in compositions. Mimi and Hatsune fall into this category. However, outside of these limited uses, you'll have a hard time finding a place for them.

The only reason you would use these characters is if you had managed to raise them to four and five stars without realizing it. Some have situational value, but for the most part these should be very low on your list for mounting or sinking god amulets. They will probably not find their place in any of your parties.

These characters shouldn't be part of any of your parties unless they're your favorite girl or you like them for some reason other than their abilities. With lackluster skills and a pretty hard cap for their effectiveness, there's no point in using these characters for anything other than fun or themed parties.
