Despite the title of the game series, dragons aren't as common in Dragon Age: Inquisition as they are in many other fantasy RPGs. There are eleven high-level dragons in DA: Me Who Will Fight Seriously (thank goodness for potions). Killing four will cause Leliana to recognize your dragon hunting prowess at the War Table, which may be even better than the "Dragon 's Bane" achievement you unlock after killing ten.
Below, we've listed the locations of each High Dragon in order of weakest to strongest.
Fereldan Frostback (The Hinterlands, level 12)

You can find the Fereldan Frostback in the northeast outback area, just above Camp Dusklight. This dragon is resistant to fire, but vulnerable to frost, so use your most icy attacks.
Hunter of the North (Crestwood, level 13)

To reach Northern Hunter, you will first need to drain Crestwood Lake in the Still Waters side quest. Next, this electricity merchant dragon will move to a location southwest of Three Trout Farm Camp, in the ruins near the Fereldan Wyvern statues. Use Spirit to target Northern Hunter's weakness.
Abyssal High Dragon (The Western Approach, level 14)

Similar to the first dragon on this list, Abyssal High Dragon has greater fire resistance and is vulnerable to freezing. Complete the questline from Frederic, who is stationed south of Nazaire Pass camp, in order to summon the High Abyssal Dragon. Evasive strategies work well here, as this dragon moves a lot.
Gamordan Stormrider (Exalted Plains, level 15)

Gamordan Stormrider can be found in the far northeast of the Exalted Plains, in the Crow Fens. Be careful not to stand in bodies of water during this fight, as this dragon uses electric attacks and can easily take out your party members by combining the two elements. Take advantage of Gamordan Stormrider's vulnerability to Spirit.

Upper Mistral (Emerald Tombs, level 17)

The Grand Mistral is the first large dragon to inflict Frost damage and have a weakness against Fire. This dragon is located in the northern part of Emerald Graves, just northwest of the Din'an Hanin monument.
Wintersday (Lion's Grasp, lvl 19)

Note: We recommend completing the Breeding Grounds quest before hunting Wintersday, as this quest cannot be completed if any of the three dragons in the quest have been slain.
Frost Dragon with a vulnerability to fire, Wintersday can be found in the far east of Lion's Reach, just past Judicael's Crossing (you'll need to repair the bridge first via the War Table Recon mission).
Vinsomer (The Storm Coast, niveau 19)

Vinsomer, who uses electric attacks and has a thing for Spirit, makes his home on Dragon Island, northwest of the Storm Coast. To reach this island, you will need to complete the Red Templars War Table Mission on the Storm Coast, which will unlock access to some locked Dwarf Ruins. At the end of the ruins is a boat which you will then take to Dragon Island.
Sandy Howler (The Hissing Trash, level 20)

Sandy Howler is located east of the Hissing Wastes, near Fairel's Tomb. You can encounter this dragon by traveling northeast from Camp Cove. Avoid Sandy Howler's fire attacks and use Frost to target her weakness, and make sure to take down any dragons she summons quickly.
Cold Tooth (Lion's Grasp, Level 21)

Note: We recommend completing the Breeding Grounds quest before hunting Kaltenzahn, as this quest cannot be completed if any of the three dragons in the quest have been slain.
Find Kaltenzahn by taking Judicael's Crossing and heading northeast. It deals frost damage, is vulnerable to fire, and will summon 2-5 dragons that can kill your party members if you try to ignore them.
Highland Ravager (Lion's Grasp, level 23)

Note: We recommend completing the Breeding Grounds quest before hunting Highland Ravager, as this quest cannot be completed if any of the three dragons in the quest have been slain.
Highland Ravager can be found just north above the Kaltenzahn location, past Judicael's Crossing. Excluding the DLC addition of Hakkon Wintersbreath, it's the strongest dragon in the game, so be sure to prepare with fire resistance potions and your best Frost attacks, which it's weak to.
Hakkon Wintersbreath (Frostback Basin, niveau 25, Jaws of Hakkon DLC)

The strongest dragon in Dragon Age: Inquisition deals frost damage and is weak against fire. Its location in Frostback Basin will be marked on your map for the Hakkon Wintersbreath questline.
