In the Marketplace of Pathfinder Wrath of the Righteous, players will encounter both Inquisitor Prelate Hulrun and Priest Ramien arguing.
Eventually, if the right choices are made, Ramien will run off and Hulrun will ask you to find them. This will start the Fued of the Faithful quest, and you'll need to find Ramien to continue the quest.
The Market Square area is a big place, and he could hide anywhere, but finding Ramien is easy and you won't have to go far to do it.

In short, he is a priest of the goddess Desna and we find him in front of the crunch, as our many red arrows show above. You can also find this Desna Church to the north of where Hulrun is, as shown below.
However, Ramien is invisible, so you may need to have someone with high Perception or Arcane Knowledge before talking to him.
Just walk near the spot next to the fence, and he should appear for you, and talking to him will allow you to continue the Fued of the Faithful quest.
If you reveal you have the Light of Refuge in Hulrun, you can resolve this quest peacefully and not cause anyone to die. As a bonus, you can also have Hulrun join Defender's Heart's defense and Gray Garrison's assault.
