Fortnite is slowly adding new NPCs to the map for Chapter 2 Season 8. With their most recent patch update (v18.40), they brought two new NPCs to the island, and one them is Kakashi from the popular anime Naruto.
Note: This NPC is not yet on the map. For this reason, the location shown below is unconfirmed and may change if they move it before activating it. However, according to the game files, that's where he's supposed to be.

On the map above, you'll find Kakashi in the hills south of Primal Pond and west of Lazy Lake. He will probably wander into one of the tribal huts. It's not a popular drop point early in the game, so you should have no trouble reaching it, especially towards the end of the game.
Since NPCs have patrol paths, Kakashi can move around the area and the image may not represent their exact location. The easiest way to find an NPC once you get close to their approximate location is to look for the Chat Bubble icon on your minimap. This icon represents available NPCs nearby. Walk towards this icon and you can find Kakashi.
